Okay so, I have tried everything I can possibly find to delete this folder and it still wont let me delete it because apparently I do not have permission to even though ive given myself full permission and ownership and even tried the built in administrator account. I've:
>Admin CMD delete and replace with blank folder
>Activate admin account
>Take Ownership
>Safemode
>Changed Permissions/Ownership
>Some other random things
Could someone help me out with some suggestions of how to get rid of this please, id rather not have to reload my hard drive because some virus filled folder wont budge.
Use 7zip as a admin and delete the folder from 7zip file manager
Boot Ubuntu from usb and delet

Update: Booted into ubuntu and deleted the file no problem, thanks a bunch. Now I just gotta take care of some registry keys that arent going away. May just leave windows for Ubuntu at this point...

I think this happens when a service or a startup application locks the folder. Next time this occur, a troubleshooting step would be to disable services and applications that are susceptible of using this folder.

Honestly, CHKDSK the drive first. Sometimes this is due to broken descriptors.
Plus, it gets you to reboot, which combined with the fixing of the file should assist in that it's not in use.
If that still fails, boot to a Linux LiveCD/DVD/USB and just nuke it there.
