Not true. iOS 6.1.3 is still being signed OTA for those devices. If Apple stops signing it they break their own ToS and some neckbeard with an iOS 5.1.1 4s will sue their asses off. A5 devices on 5.1.1 have problems updating OTA to iOS 7/8/9/10.

Jailbreak has nothing do to with downgrading for a very very long time. You can only downgrade to what Apple is currently signing or what SHSH blobs you have saved. 64bit devices have never been demonstrated to be downgradeable.
