Unsurprisingly, developers often aren't good artists. They're two separate skills. Since you need something to get your project going, they just do the art on their own. And once the project is established they're resistant to change, so it continues to look like shit.

Artists are dumb-fucks, and need to desperately sell their art to make a living since it's their only source of income, and there's a shit-ton of competition. So, you're not gonna see much volunteer art come fro the pros, only some decent art come from amateurs, and that's if you're lucky to get an amateur artist with some talent.
