Neon gets new updates and fixes for KDE software by the week. You can't compare the current versions to what you saw so long ago.

Debian has packages that are old as fuck. KDE Neon still has old/stable packages for the base system and other stuff like that, but the desktop environment itself is always at the latest released version, so we get bug fixes as soon as they make them official.

Kde neon is a Kubuntu with more update of KDE, and less app installed by default.
You have several edition :

USER: for users who don't want the new KDE updates exactly when it's released, but it's still updated more often than Kubuntu.
User edtion has currently KDE 4.7.2, Kubuntu has KDE 4.6

DEV STABLE : you get the updates as soon as possible, so you will always gets the new KDE features, but you can get bug so it's for user who want to test KDE before it goes to the user edition

DEV UNSTABLE : brave yourself if you install this, for dev and early tester only

Kde neon is Ubuntu with Kde, Kubuntu is Ubuntu with Kde, the only difference is the peoples who maintain it, the KDE version, and the app installed by default.
So yeah it's not a Kubuntu, like Linux Mint is not an Ubuntu, but whatever, it's stil Ubuntu-based system.

Like, maybe I want to be on the very-latest Cinnamon DE, but Mint is such a poorly-managed shitshow that I don't want to put any of that on my machine. I would love to have plain simple Ubuntu LTS or Debian Stable with up-to-the-minute fresh updates for Cinnamon.

This. The KDE project is severely lacking in manpower, it needs a lot more contributors. Most of the KDE application suite needs updating to KDE framework 5 and Qt5, and it's going very slow, if happening at all.
