Is the Arduino an SBC like the rPi?

On another note, what are stronger/better alternatives to a rpi to use as server?
Arduino is just a microcontroller dev board

Technically yes but that's not what it's intended for. Arduino is a development board for microcontrollers.

Yes and no
It is a SBC because it is a computer on a board.
However, it's a weak computer compared to any raspberry pi and it has no traditional operating system. Also, it has no interface to common peripherals such as a monitor and mouse
