Unlike winshit, appearance is not bound to any one distro. Windows compatiblilty is a wine thing, again not related to a distro.
Just install Mint or Debian Testing with whatever you think looks pretty.

You can use any DE with any distro. This means that there are like 10 different looks and you can use any distro with any of them. It doesn't depend on the distro.

Neither. No Linux can run Windows programs. You can try to emulate stuff with Wine but Linux is a steaming pile of shit that can't really do some basic stuff, so don't expect performance to an even remotely acceptable level.
