if your choice is a high end i5 versus high end i7: i5 is fine for most people and i7 only benefits from programs that really use the extra cores/threads

If you're planning on primarily using it for web browsing or gaming, an i5 is fine.
The only major difference between an i5 and an i7 from the same generation (and at the same clockspeed) is that the i7 has Hyperthreading, which doesn't benefit gaming applications at all, only stuff like video editing or professional production software.

Note that the above advice doesn't apply to notebooks. Intel's mobile processors use i5 and i7 to mean completely different things.
