Make sure its read as USB-HDD instead of USB-FDD and also make sure that the files start on the boot sector, so don't just copy and paste them.

Easiest way is just to extract the .iso file onto the memory stick and mark it as bootable. I did exactly that to install windows 8.1 on a machine without using a USB drive, I just created a separate 8GB partition.
