I'm completely new to Emacs. What do I need and how do I get it?

Download and install. Pretty straightforward.
You don't "need" anything to use it. Look at the built in tutorial or an online guide for commands. If you're used to vi or Vim, you can try evil mode.

Then follow the tutorial. It might take 30 mins to an hour, but it's pretty simple at that point.

Download it, then learn global-set-key or evil-mode. Don't use any of the defaults if you value your hands. They're based on an old necessity that passed when emacs was rewritten as an improved clone of gosmacs which was an improved clone of teco emacs which developed its standard macro keys before anyone gave a shit about things being nice to use (after all, it was based on teco).
