How advanced is the current cloning technology? How can we be sure all the "twins"we see walking down the street are really siblings, and not clones developed by secret research labs?

Very advanced. During WWII a ton of spooky shit went down with the nips and krouts especially regarding human biology. By now we should be able to grow babies with just a modified egg and sperm cell inside artificial wombs with relatively high success rate. That's the same for most cloning. Might have been done experimentally once or twice but there's actually no use for it. Clone armies are ridiculously vulnerable to disease, and each clone would be more expensive than just dicking a woman and looking after her for 9 months
