Viewing electrical signals. If your measuring DC, (or just AC amplitude) a multimeter will suffice. For detailed analysis on a signal in and out of a testing circuit, an oscilloscope is highly desirable. (Here's a shitty picture of square wave on the ol' Tek)

In the past I'd have told you to beg one off of your local university, but rigols are so cheap it's almost worth buying new.

The usual advice applies regardless: 20Mhz bandwidth/80Msps minimum, 5mV/div - 5V/div amplification range minimum (preferably something that can go down to the tens of microvolts per division), external trigger (if mixed signal then it should be able to trigger off of logic signals too), 1 Megohm input impedance, XY mode, external Z. Any digital scope worth buying has FFT/math modes and storage.

If you buy used make sure you get probes and can find a service/callibration manual for it online, BAMA is a good source of old manuals. A good manual has full schematics, a good scope is worthless without a good manual.

When I used to work for GE I copped like 15+ alpine white mech keyboards for free from recycling, not counting fucking working DMMs. You just need to find your way to the recycling and garbage area of an electronics manufacturing facility.
