I think this is a web version of the "Ubuntu Software Centre" which has been replaced and only exists for legacy purposes.

Canonical do this sort of shit all the time.
Ubuntu Apps, Ubuntu One, etc.

They have high hopes for a service, release a shitty implementation and then let it die after a couple of years.
