So is such a ms difference perceivable? And if it isn't does it matter at all or is it marketing lingo?

There is a point where the latency is annoying. If you're at exactly that point and decrease the latency by 1 ms, it's noticeable since it's no longer annoying.

It starts to become noticeable when we're talking like 15-20 ms or more.

Anything higher than that - especially with a computer that you're interacting with it - becomes almost unusable.

actual 4ms? yes, it would be the best display ever tested by displaylag.com by a whole 5ms

the numbers they like to advertise with are the grey to grey response time of the pixels, actual input lag is always higher

that said, it only really matters if you play and are competitive in things like fighting games and twitchy shooters

1-4ms is negligible. I had a Samsung 24" that had input lag so bad you could see the mouse cursor still moving on screen after you stopped moving your mouse. At 60fps, each frame should take approx 17ms, so if you had 17ms delay you're essentially always a frame behind.
