Why is this allowed? Can someone recommend me a good program that'd shrink the drive, without deleting anything vital? There's important data there, I don't wanna fuck things up.... but I can't bear working on XP, that is inhumane.

Any distro has gparted.
Also you don't need to use it. Newbie distros like Ubuntu and Mint come with a easy to use partitioner on the installer, just follow the on-screen instructions and you will be fine

just buy an ssd off of amazon and a sata cable. install lincucks to the second drive, and you're good to go.
