Say I found a website that sends passwords in clear text.
How do I disclose this to the webmaster without getting v&?

You're right they probably don't know, don't care, or don't know how to fix this. It's $YEAR. No reason not to encrypt logins especially since Symantec and Let's Encrypt offer free certs.
I'm going to suggest this to them. Anything else?
