I need a PC for mom, does something similar exist?
budget max $300

- Desktop (with monitor)/Laptop, no tablet because some office work required, used is only an option if still in top condition
- Windows, but this can be pirated if goes over budget
- 8GB RAM
- some newer Intel/AMD cpu
- GPU can be integrated
- SSD not required, at least 500GB HDD
- Ships to Europe

if not, where should I look?

Yeah yeah dell is shit, but they have decent computers that are cheap as fuck designed for office work. Check their line of computers 'Optiplex'. It's small, but technically still a computer, so you can manually upgrade the components except the video card. Check it, maybe it suits your needs.

This is the easiest way to go. If you don't mind building something, op. You can go with a celery embedded soc, or an am1 kabini system. They're Hella cheap, and will do any day to day tasks without issue. Also draw nothing for power.
