1350 is literally non-ref automatic boost clock. Even my Asus 970 which is behind MSI and EVGa in terms of clocks runs at basic boost clock of 1329. Also how does that matter when 480RX loses when both cards are OCed to the max? Not really, a GTX970 at 1500 barely matches a reference GTX980 often falling behind by 1 or 2 FPS. The GTX 970 stops scaling after 1519mhz core clock. going higher up to 1600mhz won't even net you 3 FPS on most games. compared to 1400 to 1500 where you get like 8 to 10 FPS.
In memory heavy games the increase is even lower.

A aftermarket GTX980(without extra OC) is even faster than a GTX970 at 1500mhz so the gap gets even bigger there.

Here's the rub. I have an overclocked R9 290 which should be around the equivalent stock 480. In Rise of the Tomb Raider I get an average fps score of 55 fps on Very High settings (Ultra basically). I have to turn down textures from very high to high because of 4Gb limit. I get dips to the low 30's in the benchmarks. I do not even have every setting turned onto the maximum possible either (there are a few extra notches above the 'very high' default settings).

Even on the 1070 @ 1080 I see dips lower than 30 fps but higher fps overall but maybe they have those extra few settings to max I don't know.

Baller. I have the Gigabyte G1 model. It's cool and quite. No matter what I throw at it it can play everything buttersmooth on Ultra. The lowest I ever got was in The Witcher 3 where performance dropped to around 45 fps in a couple of scenes but an easy overclock gives 7 fps more give or take. Most of the time it sits around 70 though. Love it.

well I guess they're dropping the idea of really high-end setups and people sticking with their platform too. dual-cards wasn't just advantageous for poorfags, there is literally no single-gpu card that delivers enough performance for the highest-end games/setups. you've had to use 2+ cards for a while now and the gap between what the best cards can deliver and these setups seems to be growing, not shrinking. If all you have at the high end is a single 1080 or 490 then you're pretty pissed, no? I could understand if those cards were insanely powerful and just blew away every game but the reality is the 1080 isn't really that powerful considering, and it has plenty of it's own problems. sounds like just laziness on the software side and trying to get people to drop $500+ on 5-10% better performance every year. this is starting to feel like fucking intel and that makes me sad.
