Stream the gameplay with the native streaming features, then watch the stream with vlc on your computer and use the record button. Costs 0$.

The ps4 natively records video. You just record it and export to USB. A simple Google search for 'ps4 video to PC' will tell you.

this or use the ps4 remote play on pc and record it using obs or fraps
