Is there a real Quantum Computer

DWAVE claims there is and now we have Quantum Experience from IBM, but when I asked someone I know who is interested in quantum computing, they said it's still uncertain.

If this is real then wouldn't pretty much every encryption we use nowadays be totally useless? Aren't really slow quantum computers supposed to be able to crack AES-256 in seconds using some prime sieve magicks?
