I used to do random tech work back when I was a student - also participated in a few pick-n-pull's to build up frankenbuilds for people in need (mainly people on the pension).
We did get funding from time to time, including free Windows licenses, but it was never enough to do what we needed to - it mainly just paid for parts that we couldn't scrape from donated machines.
A few people who I used to do work for still donate me computers and I tear them down into useful components (HDDs, RAM, occasionally processors and MBs if they're slightly newer) and I hand it in every time the "drive" starts.

Forgive me for not being a sperglord who can only focus on faster boot times.

Pretty underwhelming tbqh. I picked up the 2013 model second hand because it looked like a good computer to carry about with me. Turns out that even when browsing a couple of pages it starts crapping out and becomes unusable. Pretty pathetic and not worth the money. Also the default software is so shit that you cant actually do anything productive on it at all.

The only thing I like about it is the form factor; it's nice and slim, and very portable, so very good for going to cafe with, for example.

I'll stick with my thinkpad, thankyou very much.

If I'm not mistaken it depends on the model; some models have a custom bios(sea bios) that you can flash it with that allow you to run linux completely without chromeos. Keep in mind I could be mistaken, I just used the first method I found that worked.

I'm on a Chromebook from like 3 years ago and it's actually faster than when I first bought it, somehow. Pretty good.
Chrome OS is surprisingly capable if you know how to get creative. There are some pretty good notepads (Text, for example, can handle some light programming), photo editors (Pixlr Editor, Polarr, etc), hell, there's even a GarageBand ripoff called Soundtrap that works really well. Plus the addition of Android apps only increases Chrome OS's scope of capability. Still not as advanced as, say, macOS or Windows, but not as dumb as 2011 Chrome OS.
Mine (HP Chromebook 11 [G1]), is pretty nice for a cheapskate machine. The speakers are surprisingly good, the IPS display is nice to look at, the battery used to last for 6 hours but now it goes past 10, the keyboard's alright but not too great, same with the trackpad. My only problem is that it charges via micro usb. I don't see how HP thought that would benefit anybody in any way. It charges quickly when it's off or sleeping, but takes forever if you're using it.
Doesn't lag at all, really. Feels cheap in terms of build.
Weirdly enough, I actually prefer Chrome OS's file manager over Windows'.

I like the idea of them, most people can do 80-90% of what they need a computer for on them anyway. Certainly most of what I do (and I suspect most people are in the same boat) is simple reading, watching videos, emails, sociak media, shopping, (etc, etc), which you can do on a phone, but just feels more comfortable on a larger screen. I think most of them are overpriced now though. I would probably splurge on one if I was loaded, but it would be a total indulgence and waste.

- easily replacable SSD to overcome the only stock limitation of storage
- fuckin portable. Not much bigger than a slow-ass netbook it replaced
- SeaBIOS on most models- Install your flavor of Linux.

I love my C720 with haswel i3. Very great machine.

Not all Chromebooks are over $1,000 though. Mine was $249 and it actually functions pretty well. I don't really know why Google decided to make the Chromebook Pixel, maybe they wanted people to use it smoothly for heavier web apps like Soundtrap? Or maybe they wanted something strong enough for you to easily fuck around with (install all kinds of weird shit, break it, reset it, run tests, experiment a little.) I don't know their reasoning.

If it had a good Skype client I'd be switching my entire company to Chromebooks. Web skype sucks and Skype for Android probably isn't going to handle the full screen experience well.
