The problem is that the RX480 only has enough connectors to get 150W of power, but the card itself can use over 160W. It has to draw more power through the single connector and the PCIE slot than what they are specced for. This can damage motherboards, unless you specifically get some that can deliver more than 75W on the PCIE slot.

Reference RX480 is a catastrophe. The card needs a 8-pin connector or two 6-pin ones, and a decent cooling solution, which AIBs will release in a few weeks. But AMD had to release the card gimped like that so they can market it as a cheap low-power solution, when it isn't.

bullshit i tried to oc it multple of times with all existing oc program out there (only asus gpu tweak let me control voltages, newest versions doesn't worked even tho they had power limit which didn't worked), voltages are locked to 1.21v so i can't go past that and anything more than 1050mhz crashes my drivers. I tried to install bios from other cards or increase voltage but it didn't let me oc more than 1100mhz anyway so it's pointless since temps were much worse.

Nvidia cards generally stripe data across all the memory interfaces they have, so that they pretty much all get used fully/equally.

A 980 has a full 4 GB of 224 GB/s memory that can be used without special considerations.
A 970 has 3.5 GB of 196 GB/s memory that it tries to keep the most accessed data in and 0.5 GB of 28 GB/s memory it uses as a last resort.

The bad part is that when the 0.5 GB slice is used, it competes for L2 cache space with 1 out of 7 memory accesses in the big, faster pool, and you suddenly have the GPU repeatedly stalling on memory accesses for data not in the slow region too.

This is a very nearly intractable problem, and it would probably have been better to just completely disallow the GPU access to the last 0.5 GB.
In practice the best the drivers can do is put data in that memory that it basically never hopes to use anyway.
