That is not the front panel connector. Looks more like a floppy connection (FD CONN)

Just wiggle a screwdriver around in there till you jump the right two pins.

If you look above the connection you can see the words fp conn

generally there's somewhere on the mobo that's 4x2 small pins which is the power, reset, hdd indicator, etc. You have to find that first.

there should be a little row of pins for the front panel connections, should be labeled with what each area of pins does

find the pins that correspond to power on/off, and jump them
you might have a cmos jumper somewhere near the cmos battery, you can use that to correctly jump the pins
or you can touch them both with anything small and metal, like a pair of tweezers or even a screwdriver
