Long answer: probably not. all dvd burners have DRM software now, unless your burner is more than 7 years old it will know that the file is illegal by checking MD5 hashes against a master list in its firmware.
You can copy and paste it, but you won't be able to burn a whole new dvd

Yup, via the internet. You either get generic burner drivers from microsoft/apple where the hash list comes from windows shit, or you have manufacturer-specific drivers that still update themselves over the internet.
