How do I set up a secure home server for myself? Is it really complicated and expensive or can I buy/build one on the cheap?

install rtorrent + rutorrent, have a nice web GUI for your pleb family to use
I use FreeNAS. You can use it for torrents and shit and it has a good documentation. Read it, follow it and the server will be secure enough. If you don't know anything about Linux/BSD you might want to use something else.
