Python 3 isn't even utf-8. It uses fixed-width strings with characters that are 8, 16, or 32 bits wide depending on what's in them so lookup is always constant time.

If you're using ropes it doesn't matter whether you're encoding is fixed-width or not but if you aren't then you might be more concerned about lookup times then wide strings evicting things from the cache (hello PHP 6)
