Is there a mail client daemon that just has pop3 support, downloads the mails into a directory and when a new mail comes it pings the notification bus?

I do not want any kind of interface, be it (n)curses or gui nor any kind of bloat (including sending mails).

There's probably some command-line based client that will do that, and could be triggered on a schedule using Task Scheduler in Windows or CRON in Linux.

Try using getmail and a script to wire it to whatever notification system your WM/DE uses.
After that, put the script in a cronjob for your user and that's it.
