Depends on whether it does write caching or not.
It's usually safe to disconnect a usb flash drive if no write operations are being done on it even if you don't "eject safely".
However problems can arise from a usb flash being disconnected while data is being written to it. Consequences can range from an incomplete file transfer and the resultant MP3/JPG not being readable all the way to a corrupted USB.
