More than 4 cores is almost useless except in some specific cases. For most users you're just gonna be having idle cores all the time.

Set to High performance if you want maximum performance don't forget to set the same for your Nvidia GPU in the Nvidia Control Panel "Prefer Maximum performance" in Power management mode.
Frankly I use Balanced because I didn't noticed any difference between Balanced and High Performance, in the Balanced preset the CPU cores will down clock to save power and go up when it needs more power, stuff like "but what if it down clocks wouldn't that cause bad performance" don't apply anymore as windows is pretty smart about it now,pretty much any 3D application will keep the CPU high clocked.
Using the High Performance will keep the CPU cores clock at it maximum value at all times.
Don't forget to update your Intel MEI drivers too!
Also using the Power Saving preset is good too, thats what I use when I leave my PC downloading at nights, just disable the PC going to sleep and HDs shutting down, it really does saves ALOT of power.
