Youtube uses webm when available. Also, many other image boards do. Other services simply didn't bother, plus iOS and Lagdroid are both such trash they can't even play webm.

iPhone you need to have VLC installer

Click on a webm, it opens a new tab, go to new tab, hit download, wait for download to complete, choose open with

Choose Vlc, it first opens Vlc without playing the webm directly, you have to scroll down to view it
