OS X should do it anyway by default, thanks to Quartz and Aqua. I can't speak for the Retina Macbooks, though. I once dragged a window around on one with the scaling turned down, and it was hilariously choppy. High DPI is not ready.

Smooth scrolling increases scrolling latency. It's an anti-feature. The only excuse for using it is if you are literally too stupid to remember which way you scrolled immediately after doing it.
