Long story short, I've finally gotten a chance to build myself a gaming rig after like 10 years of constantly being behind what everyone else is playing. To give an example of what I've been dealing with, I play Diablo 2 for fun(still fun-ish) because I can barely run league of legends or TF2 at 30 frames.
The thing is, I'm shopping for parts and I have no idea what all these specs mean on anything. Ideally, I'd like to run 2 monitors and be able to run Fallout 4 near perfect. I'd also prefer to not have my room sound like a helicopter pad when I'm playing. Could anyone help me?

Get a Fractal Design R5 case. Fucking quiet as hell. My gtx 970 runs Fallout 4 on Ultra with no drops but 980s are going to become the new standards in a couple of years.
