The problem is, Tor was invented a few years ago back when it was considered an absurd hypothetical to imagine an adversary who could surveil the entire Internet at the same time. The NSA does just that. They can look at traffic across the entire world, in real time, simultaneously.

Tor can't protect you against an adversary with those capabilities. It can, and does, slow them down considerably--but it's just a matter of putting in enough effort to deanonymize you. And they're storing all the Tor data to work on in the future, so even if they don't get to you, they will some time in the future.
