How long can I expect it take me to go from 16-18% skinny fat to 12% with decent muscle development if I do an upper lower routine, and a high protien 500kcal deficit diet.

I suggest PPL instead of just upper lower because the muscles in upper are a lot smaller and can be worked out a lot more frequently without becoming injured. I'd say 6 months, but remember that building muscle increases your bmr and that the fastest method isn't always the healthiest.
is there a limit to strength gains made on SL/SS? been at it for about a year and my lifts for ohp/bench/squat/deadlift respectively in kg are 48.5/70/100/120 for 5x5 (except DL which is 1x5). Was making steady gains thru the year but lately have been plateauing hard despite eating like mad. Is it time to move on?

Yes. SS/SL is good for the first 8-14 months if you follow it. Move onto an intermediate routine focusing on your goals (body building, powerlifting, etc.)
