Dick size actually has nothing to do with height. Height is determiend by bone growth. Bones grow in response to growth hormone but coincidentally, the growth plates of bones close earlier in the presence of high levels of testosterone. The penis grows in response to testosterone. More testosterone in puberty = bigger dick, shorter stature. Less testosterone during puberty = taller, smaller dick. But there are a variety of other factors that also contribute.

So there's pretty much zero correlation between bone growth (height) and dick growth.
