Muscle gain not so much, since your judt adding constant extra weight more atrophy than hypertrophy. Good for losing fat as your consuming more calories

Don't ask /fit/ stuff and expect something other than broscience. And please, learn and follow a program. Starting Strength never goes wrong, if you like it get a food scale early on and download MyFitnessPal for macros.

My friend who played basketball said they made them wear weighted straps on the ankles during some trainings. Dunno about using it full time.
Think about the fat people, they carry extra weight full time and as novices they usually have more strenght in the legs than other nonfat novices.
