The main use of HGH as a PED is to inhibit fat storage. The spike in HGH during fasting is because fat storage is going down. The amounts of HGH produced aren't significant to performance.

This is true.

Another thing that influences HGH would be cholinergic substances. Acetylcholine inhibits somatostatin and somatostatin inhibits HGH secretion. This is why cholinergics like alpha-gpc/citicoline increase pulsatile HGH secretion (so take alpha-gpc pre-workout). Melatonin is also a somatostatin inhibitor which is why melatonin increases HGH (generally at night during deep sleep).

Fasting increases HGH
Cholinergics increase HGH
Melatonin (via deep sleep or supplementation) increases HGH
GH-secretagogues increase HGH (GHRH, GHRP, MK-677, etc)

The thing is this is kinda useless because you can only very hardly build muscles during a fast. The HGH is only really useful to maintain your muscles while losing fat.
