If you want meat and don't have too much money buy chicken thighs. Cheaper and taste better than the breasts.

Find a park with those workout bars in it. Work your way up to pullups, dips, pushups and sqyats. Scooby has a good guide on this. Running is your friend since it's free and will keep you lean. Start a (couch to) 5k and move up from there.
AB style thing:
A:
Pullups 10x5
Pushups 50x5
Dips 10x5
Running (5k)
B:
Chinups 10x5
Situps 100x5 (toes to bar leg rises later on)
Back rises 100x5
Squats 50x5( on one leg when you get the balance and strength for it )
Planks 60x3x5(60sec front and each side)
AB days means that one day you do day A the next B and than back to A and so on. Have a rest day once a week.
Diet:
High protein for the buck foods are:
Tuna, Chicken, Oatmeal, Milk, Banaas, most vegetables and fruits are fine.
A typical day would look like this:

Can of tuna followed by a banana (to kill the aftertaste)
Fit its day A id do the run right after breakfast.

200g chicken breast, 200g broccoli some cheese and a glass of milk
Hit the rest of the workout after work
>Dinner
150g oatmeal cooked in milk with a bit of cinnamon and honey for taste
In no way is this a workout to get huge, or a godlike physique.
It will keep you from getting fat, and from looking like you've never seen the inside of a gym.
For something a bit more in depth or targeted you'd need to hit the iron.
