I remember some medfag posting about this on /fit/ a few years ago, basically what happens is that the more fat you have the more likely you are to produce the hormone (?) that makes store it in areas such as pecs

if you lose fat you produce less of it and it slowly goes away

dont give up hope, sometimes it can take a while into your cut for it to start shredding your pec fat

in the mean time the pinch/cold trick works well
