9oz of raw chicken is with added water weight, yes. 9oz of cooked chicken is more like 12-16oz of raw chicken depending on how the cut.

Because you buy it raw.
Its easier to buy 2kg raw breast weighed out for you rather than buy an approximate raw amount and then weigh it cooked.
I think calories lost through cooking is negligible.
