How do I reduce the size of my legs substantially while losing as little strength as possible?
I realize I'm going to lose strength but my legs are 25 inches right now and I want to get them to like 20 inches but still be as strong as I can be.

Extremely high reps (100+) recruits type I muscle fibers (slow twitch) rather than type II muscle fibers (fast twitch).
Think marathoners vs sprinters. One is build for endurance while the other is build for bursts of movement. This is why 8-12 reps is ideal for building mass.
