For each point of a BMI over 29, a person will pay a corresponding tax on all sugary/junk foods they buy

BMI 30 = 1%
31 = 2%
etc

In theory, it's a good thing morally and economically to aid the poor. Exceptional people come randomly at similar rates from all ethnicities.

Problems arise, however, when the greed of some gets in the way of those random exceptionals' abilities to be fruitful; and when the greed of some also pushes people to need more help than would make for a balanced system.

ie: Sugar lobbies keeping people from understanding what makes most people fat, thus increasing obesity rates and decreasing the effectiveness of obese people's weight loss while at the same time increasing its cost.

So yeah, welfare is a net negative, but that's not really the fault of those who need it or the ones who implement welfare. It's really the fault of the many forces pushing the dumb impressionable people under the line out of greed, and thus making the system not work.

I would put obligatory health checks in schools and give a warning to parents if their children are overweight and give them every useful piece of information to help them; if there is no progress shown on the next health check, it should be reported to social services.
