Neither is a meme. They both accomplish the same thing, just in different time spans.

I've been sort of accidentally recomping. I eat like I'm bulking but I think my digestive system is fucked up because I'm taking like 8 shits a day and not gaining any weight (been 140lbs since day 1).
My lifts have all more than doubled and I started getting mires, but I haven't technically gained or cut a single pound (I weigh myself like 3+ times per week).
Just lift you god damn retard, you aren't arnold you don't need to bulk.

neither is a meme just recomp requires good diet and exercise discipline for a long ass time which is much harder and less natural than the winter bulk / summer cut cycle that most people already sort of do without thinking about it
