I'm cutting 1000 calories for 3 weeks now. Reached ketosis once when I tried fasting and I felt so shit I had to eat.

Cutting 1000 calories seem a bit extreme. Usually I don't fast but I eat 3 meals a day with usually 10 carbs each meal. I usually meet ketosis when my body gets less than 40 grams of carbs. I can say I lost about 5 pounds of fat but gained 3 pounds of muscle because my body is way slimmer and leaner now

Realistically? Bulk. You already have visible abs and it doesn't look like you have much fat to lose by cutting otherwise. Even without taking that into consideration it's pretty clear you don't have a whole lot of muscle to work with as it is so you're better off gaining some before you lose what you have.
