I think I do that when I squat too but I'm not sure exactly what you mean, is it basically because you have too much thigh fat so your ankles turn outward?

If my legs go parallel like its supposed to be, without weights i just fall to behind. People squat all the time but my feet just wants to stay on my toes.

Same deal here anon. Ankle Dorsiflexion takes time, it isn't because you're fat. My ankles are fucked up from basically a childhood of permanently sprained ankles in football / baseball.
Do this:
- Get a ball, I use a baseball, and roll it under your feet. Put pressure on it.
- Use the calf raises machine, or a bar with some weight on it sitting in your lap close to your knees, to stretch your calves.
- Take a knee, lean forward keeping your heel on the floor, pushing your knee as far forward beyond your toes as you can.
- Lots of leg stretching, touch your toes, touch the floor etc...
This is a fixable problem but it takes persistence and time.
