When I do bent over rows I don't feel any lactic acid buildup or feel tired after a few reps like other lifts, I just am unable to finish the rep once I've reached faliure. Is this normal or is my form wrong or something?

Your muscles can't pull at a specific place in your ROM. The answer is clear. Drop your weights for accessory lifts that only engage on the ROM that is weakest. So since your rows are weak at the top, you will only do semi rows only at the top with less weight.
