Can someone help me understand the frequency of going between the two? Is it like one month of cut, then one of bulk, repeat? Or two months? Or is it just until you hit a target body weight or lifting weight?
I'm an actual stupid person so please help.

Bulking for less than a year is basically a waste of time, all sucsessful bodybuilders bulk for over a year. That being said, don't go overboard with your surplus. Stay at about +500cal per day. The cut is more flexible and it's basically just until you get down to your target body fat.

bulk until you are 15-17% bodyfat, then cut, then bulk again
ideally you should cut faster than you bulk (muscle loss is minimal even losing 2lbs/week) so you can spend most of the year in a surplus training productively
