That seems like gyno. Very small case of it though, and is not at all noticeable on the second pic. Just squeeze/scratch that shit before you take of your shirt (or apply something cold) and they will look normal

related question. I got diagnosed with gyno a month ago and they recommended lipo on my pecs. Im 150lbs so not fat or anything. Would the pec fat come back if I bulk?

Tamoxifen and Raloxifene helped shrink it but I ended up just getting gyno surgery since they cut most of the gland out with the surgery. It is very rare that you get it back after surgery, even if you do steroids there is just not enough gland to do anything.

lipo gets rid of fat cells. fat cells just shrink a lot of the time if you lose weight, so with lipo it probably won't come back unless you gain way too much weight when you bulk.

OP I have the same prob & it sucks. Don't really want surgery though, I'd be much more embarrassed if people found out I got nipple surgery than people just seeing my nipples. Try cutting to ~12%bf or lower, it helps a bit.

Lay down with weights on your nipples. Start with 10 minutes a day and eventually get to around 30 minutes a day. I've been doing this for a couple of weeks and the change is noticeable.
