Considering four weeks is whenever I start to see any real progress, I wouldn't switch between both at an absolute minimum of two months, otherwise you'll just float at the same weight.

You need to eat at maintenance for about 2 weeks minimum after you cut and before you bulk to let your hormones stabilize, but you can pretty much transition from a bulk to a cut anytime.

That being said if you aren't bulking for at least a few weeks at a time you won't accomplish much.
