How do I hypertrophy these hand muscles? Don't say "grip power" because the grip has more to do with the fore-arm you know.
I am talking about the muscle of the hand itself;how do I target these specific group of muscles?

By doing grip exercises that involve those muscles, eg holding a plate between your pinky and thumb.
The omohyoid is another muscle/muscle group i'd be greatly pleased to know how to train to make it "swollen up" AKA look bigger and more solid.
Hypertrophy isn't different for different muscle groups.. apply resistance and repeat. Same for any muscle.
In my experience, playing guitar or piano really add a lot of strenght to your hands. practice hard for an hour or two and your hands will be swollen. do that for a while and you will have really strong hands, not aestethic tho

Grip machines get boring, but holding heavy, irregular shit forces all of the PAD's and DAB's and other intrinsic muscles to beef up.

Careful with scalenes, brachial plexus travels through there. Undue tightness that isn't balanced with posterior neck muscles may result in difficulty rotating your head pain free, numbness/nerve sensations traveling down the arm, weakness in arm muscles.
