is it ok to squat with both oly shoes and plates under heels? its the only way i can stay upright.
i cant even do front squats with oly shoes and i do ankle stretches all day. my goal is just to build quad legs

Sure, but I'm guessing the problem isn't in your ankles.

you clearly have some serious issues with dorsiflexion, stretch as much as possible and see if that helps
you may also just have some structural issue that restricts your dorsiflexion that cannot be fixed, in which case that might be the only way you can squat (but i imagine having a heel that elevated would put a lot of force on your knees, and at that point i would probably just find an alternative to squats)
